effective of July 2018 Google Chrome browser marks all sites that have not migrated to HTTPS as “not secure.

The current certificate is for a wrong domain (*.herokuapp.com) and hence is not applicable for issuehub.io

Is there no way to use let's encrypt?

Cloudflare DNS allows free and automatic SSL as long as the serving host is configured to receive over https.
