remove FOUNDATIONS_ prefix for tensorboard env vars #180

depends on https://github.com/dessa-oss/atlas/pull/181 - pls to merge that one first even if the build passes for this PR

fixes https://github.com/dessa-oss/atlas/issues/155. may require modification of this test suite once it's out of quarantine.
