Remove default PHOTFLAG_MSKREJ for DATAPREP stage #52

When trying to process DC2 data for LSST-DESC, I noticed that clump.nml has PHOTFLAG_MSKREJ = 1016 !PHOTFLAG eliminate epoch that has errors, not LC

but DC2 has a different set of reject bits. Please allow user-NML option under DATAPREP, and remove hard-wired assumptions.

and another problem is that 0_DATAPREP stage uses hard-wired Midway2 batch template, so it cannot run on other clusters.
