Prepare to remove BBC Iterations #59

Submit_batch_jobs will soon run its own bbc iteration to ensure same events for all systematics. Thus pippin needs a switch to NOT iterate and to NOT add cid_reject_file to bbc input. The updated submit-batch and pippin switch will need to be installed simultaneously.

Forgot to request another related feature. Inside the FITOPT-yaml file, would be useful to specify an event-sync flag, e.g., USE_SAME_EVENTS: True

which would automatically set "OPT_SNCID_LIST: 1" in the CONFIG for LCFIT job. To be more clear, can set the same USE_SAME_EVENTS flag in LCFIT instead of the obscure OPT_SNCID_LIST.
