If you wanna edit the code sure, it's under core.cfg I think.

i rewrite en to cz in addons/counterstikesharp/configs and core.json but its still in en

The cz translation may lack too many translations to work, I can't remember if the translation system CSS provides falls back to English if translations are missing

Go look in the lang folder for the actual files
