Add config option for requiring damage for rebel #8

Our server prefers T's have to HIT (deal damage) CT's to be marked red, rather than simply firing a weapon. This MR strides to add support for that.

Yeah its a good config, it would probably be better if the early return was right at the function entry, but i can edit it later its a small patch.
