Can't recompile Settings.apk

What steps will reproduce the problem?
1. Recompiling Settings.apk with changes

What is the expected output? What do you see instead?

I expect a fully working apk after recompile but it fails to recompile. If 
don't touch anthing in the apk then it recompiles succesfully.

What version of the product are you using? On what operating system?

Apktool 1.5.2 on Windows 8.1 32 bit with JDK 7 and JRE 7 installed

Please provide any additional information below.
