add --f/force flag to deploy files by ignoring current state #99

I'm having problem where this would be very useful, I've deployed my app but for some reason some files are missing in the micro, the size does not exceed the 250mb, far from it, only about 75mb with dependencies, but still the files don't make to the micro. No errors are shown in the console during deploy, and if I try to deploy again, it says it's all up to date, I I like to leave here my 1up for this PR,

Is there any work around for this while this PR or some similar solution don't get implemented?
