Controller

This will be the controller responsible for communication with the BMV2 devices. The *two mains operations it must be able to perform are:

• [x] Program switch with P4 bin.
• [x] Read information (telemetry) from the devices.

Good to have:

• [x] Take a P4 source file and handle its compilation of it.

This issue will be persistent with sub-issues of the controller functionalities being added to it
