We should use rules + custom flags to note organizations that:
Haven't been updated recently
Don't have key info (eg EIN, address, etc.)
Don't have recent grant data
Then intern tasks can be going through each flag. If it's bogus, they can clear it; if it's real, they can fill in the data and close it. A good way to ensure we touch all organizations regularly.
