Add R bindings #333

Nice idea. It would be great to have an R-Wrapper around pica to directly operate pica-commands from R. Generally, this might decrease barriers for outsiders. I would volunteer for authoring an appropriate R package.

See also https://github.com/deutsche-nationalbibliothek/pica-rs/issues/92 (Python bindungs) and https://github.com/deutsche-nationalbibliothek/pica-rs/issues/363 (would benefit from WASM bindings). I guess that OCLC might also be interest in C bindings because current CBS PICA+ tools are written in C. But in general the creation of a binding depends on use cases.
