Gitlab runner emerge bug #9

It worked for months on several servers, I don't know what happened.

@SWSAmor Sorry I missed issue

I updated gitlab-runner to v14.1.0 (need testing) and fixed manifest for v13.11.0.

Maybe url that I'm using to download gitlab-runner is not safe (maybe they repacking at request).

@SWSAmor I'll try to find alternative mirror for gitlab-runner. I think they are repacking it on request so we having issues with different checksums overtime.

@SWSAmor I'll drop this ebuild since there is offical one in Gentoo repository. Thanks for support.
