Rewrite option wrappers using cmake_parse_arguments #237

This addresses #236 I think it would be better to move the CMake snippet to a module that is always downloaded, but I am not sure how to best achieve that.

Good point. I think we should make it much easier to place modules into a "standard library". I will follow up with an issue on that: #238.
