Create CODE_OF_CONDUCT.md #492

This PR adds a code of conduct based on the [Contributor Covenant]()

With respect to the template, the following paragraph was added to the "Our Responsibilities" section

"Project maintainers will strive to offer feedback and advice to ensure quality and consistency of contributions to the code. Contributions from outside the group of project maintainers are strongly welcomed but the final decision as to whether commits are merged into the codebase rests with the team of project maintainers."

~The email for the project team (dev-cafe@gmail.com) is non-existent. We should change that.~ We now point to the chat on Zulip.

Also from my side: thank you for this good suggestion! As to the email: should we replace it by the chat? Or you mean opening an email address or group?

Chat would be excellent! I can't find how to share a link to the stream though :thinking:
