Another attempt at fixing #80 #82

A light dusting of this repo:

[x] Fix spelling of option to pytest (it's --doctest-modules with an "s" at the end)
[x] Use pre-commit for the pre-commit hooks, rather than my lame hand-rolled solution.
[x] Add formatting checks to tests.
[x] Fix failing test on types with mypy.
[x] Activate cache of pip on Travis CI

@bast This supersedes #81 Azure Pipelines had somehow lost access to the repo... The Hypothesis timeout hasn't popped up, hopefully it was just a fluke? :green_apple:
