As an IdeaSpace Team Member, I want to understand the end-to-end process for requesting and receiving a new component for our product so I can set turnaround time expectations and understand where blockers may exist.

Acceptance Criteria:

[x] Swim Lane diagram from IdeaSpace UI/UX idea/need creation through to Ready for IdeaSpace Developer, including Form Submission, Design Team, and Platform Team, and Storybook dependencies
[x] Estimated range of duration for each step captured/outlined
