Change linting to Cookstyle #203

as discussed in https://github.com/orgs/dev-sec/teams/contributors/discussions/3 we want to switch to Cookstyle for linting

we already have PRs with all the needed changes (eg. https://github.com/dev-sec/ssh-baseline/pull/197), I will merge them together with this.
