Deleted api/controller/scheduler.proto

This file is a duplicate of api/scheduler/controller.proto

We (@Courtcircuits, me) mutually agreed that the controller does not have to implement the RPC defined in this .proto, as it is a functionality implemented by the scheduler.

They would have done it in there branch implementation. But ok
