Seems like this would work for a TrueNAS Packer build. Has pretty good step-by-step instructions. https://github.com/PowerTrueNas/TrueNas-Appliance

It does look like a good starting point. We'll want to look at building it in a way that we remove the VMware OVFTool 4.4.1 (x86). I'm not really sure how he uses it, but the .json file can definitely be upgraded to .pkr.hcl
