Update all rous repository references #284

rous now belongs to the dev4vater account. Update all references to the repository to include the new link.

PR #286 ensures the setup script calls out to the correct repo. As well as making the config.py use the new repo information for stuff like vater restart. I'll check if there are other areas needed to update.
