Forbid advertisement in coc #263

Hello friendos. I made this PR to kick off a discussion on whether we want to permit people to advertise to us. The PR is here just in case we agree that we should not.

I believe that people joining our slack for the sole purpose of advertising their service is generally harmful to our community and goes against the spirit of Devanooga.

I whipped up this addition to the CoC in case admins agree with me however I am will to (of course) modify it to suit the consensus.

@samlachance your PR also includes changes to the DMR pages which is causing conflicts (plus your out-of-date CoC upstream), did you mean to include those?

Also thanks for adding this while I'm doing the administrative action log on the last bit of spam we got.

@StrangeWill Yep forgot to merge in upstream's master. Just fixed and committed changes. There are two additional changes that were generated by my text editor when I was merging master in. The changes removed whitespace at the end of lines. If this is an issue lmk and I'll remove

Yeah, I'm def fine with your editor cleaning up issues, I'll pull that all in. It's a benign change to the CoC (I really hope there isn't any drama over "don't use us just to advertise") so I doubt there will be any rebuttal about it (though if there is someone open an issue).
