Add EFF Frontier Alliance principles to bottom of CoC #281

Edit or change however desired. Once this is merged we can submit form to EFA

I'm good with this -- it already aligns with a lot of concepts behind the rest of our CoC so... fits nicely.

Additionally, I've submitted the application to have devanooga listed in the EFA directory.
