Split competition state into two states -> one for running competition and one for the registration to competition.

Running competition state does not care about

• Registration information
• Competitor details (only IDs)
• Email template, info template, etc.

These two states can be updated independently of each other. (for now we do not allow updating registration state when competition is in progress)
