Save competition template in mongodb

Plan of attack:

Add competitionInfoTemplate to the ngrx state (or evaluate other options)
Add selectors
Add effect for loading
Add effect for saving
UI part: add competition info editor and preview
UI part: display competition info the client's view

API

API: add new protobuf message for competition info GET response
API: add new protobuf message for competition info POST request

Backend:

Add projection to exclude competitionInfo blob where it is not needed.
Add handlers for the new GET and POST requests

Testing:

Test end to end
