Support lower android versions #12

as the only opensource corona app, it could be good to also support the oldest smartphones.

many people out there are still on very old android versions. of course they should update to a newer version from the security perspective but old phones and cheap phones don't get updates and non tech people don't use custom roms often. requiring higher android locks out elder or poor people which are stuck/still using for example android 4. they go to the playstore and install a closed source fake app which tracks them and maybe even steals their data.

in this situation i think safe and valid covid-19/corona information >> enforce updated android versions.

in this situation it's likely that they also simply can't afford a new phone because they need the money for food.
