Implement Arabic / Persian calendar support #1015

Analyze / investigate, how arabic (Hijri) / persians calendars can be supported. (https://files.nyu.edu/smn280/public/ConverterCalendar.html) Customers need ability to set content's date in arabic (current year is 1435) and get date to the grids / forms also in arabic format. Dates can be stored in regular (Gregorian format).

how to use persian cultre in Admin Mange pages and right to left all pages

Currently CMS UI is only in English.
