Create Setup and Configuration documentation

• Setup ASP.NET MVC 3 or ASP.NET MVC 4 project
• Configure Better CMS logging
• Configure IIS (reuse from the sandbox project)
• Configure 404 and 500 error pages
• Configure Storage (FTP, S3, Azure)
