-Updated sonar-packaging-maven-plugin to newest version -Added requiredForLanguages property so the manifestfile contains language

This pull request is created in response to the new Sonarqube update and also resolves the issue: Make "mutation-analysis-plugin" compatible with SonarQube 10.4 "DownloadOnlyWhenRequired"
