✨ add new devcontainer feature `ruby-asdf` to install Ruby via asdf #531

Goal

Add new devcontainer feature ruby-asdf to install Ruby via asdf. Resolves #526.

Changes

Add src and test for ruby-asdf feature (taken from erlang-asdf, then adapted)
- apt packages necessary for Ruby development are taken from the Ruby (via rvm) devcontainer feature.
