Need DataCell which derives from Polygon #232

Which products are relevant to this feature request?

KML Specification /Google Earth

What should this feature enhancement do?

Should allow for the area of the polygon to be treated like a data cell.
Minimally this DataCell KML component would allow the user to define a data
value which could be "sampled" (i.e. exposed to the user) from the Google
Earth user interface by hovering the mouse pointer over a given DataCell.
Maximally this DataCell KML component would allow itself to be associated
with a (currently non-existant) ColorTable or ColorRamp component, so color
fills would be automatic based on the DataCell's data value and data range. 

Are there any currently known workarounds that produce the same, or
similar, result?

Not that I know of.

This KML standard feature request is directly related to the ColorTable feature 
request defined in Issue #241.
