Adjust fund management processes for additional meetups #15

The minimal processes we put in place for Exchangejs and EdmontonPy need to be adjust so that we can support additional meetups that do not have organizers represented on the dev edmonton board.

How will be allocate funds to different meetups? How will bank accounts be managed?
