Determine minimal process to manage funds for Exchangejs and EdmontonPy (Ben) #6

We need to decide how we will handle collecting and distributing funds for Exchangejs and EdmontonPy.

Plan for these processes to be iterated upon as necessary and expanded/adapted for other meetups in the future.

The research I've done so far, the only requirements I've found are those for tax purposes, so the typical receipt tracking, etc. that you would do for expenses in general would be sufficient.

Beyond that there's certainly some of our own diligence that we'll want to bring in, but I haven't found any legal requirements.

I actually talked to CRA and as long as what we're doing didn't interfere with us being a not-for-profit, they weren't aware of any special reporting requirements.

Form a sanity perspective, I think requiring receipts with expenses makes sense to start and would be something we'd require for Exchange.js, but we might want to have a way for other organizations we support to make different decisions about what they will and won't fund.
