Admin privileges required #1

As I mentioned in an email, I'm looking to install this at work where I don't have admin privileges to get a Python extension installation via pip working (found it on this SO thread).

I was able to install the official MinGW into C:\ and also downloaded and tried using the Portable version but based on that SO thread I think they have some issues so I'm hoping this could fix them.
