This is more complicated than #20 in that the archive location may differ between internal and external projects.
Currently I put these in ~/Archive/Business/Projects/ or ~/Archive/Clients/<code>/Projects/, but maybe this implementation should be similar to #20 and use $PROJECT_HOME/.archive/. (Projects could still be moved off disk from this location.)
We will assume that the archive is located at $PROJECT_ARCHIVE which defaults to $PROJECT_HOME/.archive/.
Business (internal) projects are located at $PROJECT_ARCHIVE/Business/Projects/.
