Stage Should Be Status and Status Should Be State #95

The current project list shows the Status column. This value is really the Stage of the project; development, live, etc.

Status should represent a State. This is one of active, hold, archived.

Note: This would be a major change since it requires lots of updates as well as changes to project.ini files.
