I can't Unzip #13

I have tried again and again to unzip this but nothing works, I use winzip and any time i try to unzip the file it just sits there for like 3 seconds and then stops idk what to do. If any one sees this please send me some tips. Thanks

Use the normal files app? I've never used winzip but I would recommend doing it the normal way if it isn't working with a different funky program.
