Why not both? It's up to you to figure out what you think is most important for the target you set. In my opinion, keep in mind what the endgame is here. At the very short term we have WSIS and the university that'll need a working and visually appealing prototype and at a longer term we will need a really well fleshed out concept. That is why in my opinion you'll want to start by adding the couple prototypes and sketches you already have. You can even add things as they come up so that you never lose them just keep adding stuff. Then, once we have more time again maybe take the time to flesh out your idea fully with a report.
