Various halfbaked bits #279

The result of copying halfbaked files into this directory, and then the slightly tedious job of making some meaningful commits from it.

Still not 100% done - but at least closer than it was before

This all looks good - we still need to fix the CI here, and then some of the django templates checks on the project template files - I've spun up an initial batshelpline project based on this, with a cleanup branch in process starting to strip out extra bits in favor of bulma...
