Added Chinese (China, Simplified) #89

Description of Changes

Created the Chinese directory at i18n/ with the required JSON files as well as implementing some basic translated texts in common.json. Additionally, added the locale language code to net-i18next.config.js.

@ZhihanTuo it looks like only common.json is translated, did you mean to translated the other files too?

@dlford I only had time to work on common.json. The rest I could work on throughout the next couple of days while I am free.
