Refactor search-form functions into useSearchForm
Extend useSearchForm to clip or pad the audio to 5 seconds and upload as wav
Add bufferToWave function, which takes a clipped or padded audio buffer and returns the data in wav format

@LanesGood Let's not add more scope to this PR and treat them separately.
