Update to use geo-layer lambda layer #11

Updates the install requirements to include necessary packages that geo-layer leaves out.

Also bumps lambda-proxy to 5.2. Let me know if that's a problem.

I had to install cython locally in order for vtzero to build correctly.

When rio-tiler-mvt is an optional import, maybe have an if/else in the Dockerfile whether to build the necessary cython version
