According to the feedback, the agreements (by email) were the following:

Label the buildings even if we don't see the base of the building, estimating their bases by looking at surrounding buildings.
Label the buildings that are at an angle of approximately 75 to 105 degrees (perpendicular) to the camera's capture angle.
Label prominent buildings that occupy 60-70% of the imagery and have their facade visible.
No label the images that are far away.
