developmentseed/geokit:python.latest from dockerhub does not include mapillary CLI

The "latest" geokit image, taken from dockerhub, used by https://github.com/developmentseed/housing-passports-v2/blob/main/pre_processing/pre_processing.sh does not include the mapillary CLI tools. One needs to use the python.develop tag, or build it htemselves.

Solution:

• update the python.latest image on dockerhub
• or change the tag to python.develop
