Changes:

Created scaffold Vite + Preact + TS app at web-vite directory
Added Github Actions to deploy to https://osm-tardis.surge.sh

@kamicut this doesn't cover all the features of your demo. I opted for a simpler version with just a base map and a deploy workflow that we can expand on. This is ready for review.
