Add road classification #12

The RAI_2015 attribute in the road network dataset is a three-letter code that encodes three different properties: whether the road is passable, size, and surface.

The one exception is RNV, which stands for Route Non Visitee.

First - seasonality

A - all-weather road
B - all-weather road
C - only dry season
D - not passable and others

Second - width

S - large
C - medium
T - small
U - ? (possibly undefined)

Third - surface

A - Asphalt
S - Stabilized soil
T - Earth
