Calculate flood depths #15

This PR adds two scripts:

  1. python script to generate COG
  2. calculate flood depths for each road segment

Thanks @danielfdsilva.

Added a set of related scripts that calculates the flood indicator from this. Script already ran, and output is available on S3 for inspection. The newly added Readme has details about the structure.
