What I changed

Mostly changes to prepare the repository to be public:

README information to include a getting started segment specific to the STAC Admin repo
Add CONTRIBUTING.md, CODE_OF_CONDUCT.md, and LICENSE.md based on some of our other projects

How to test it

Follow the getting started section of the README in parallel with eoAPI's getting started.
