Radeon VII hash-rate low #378

Radeon VII runs at ~50% of typical hash-rate. Functions normally in other miners. Occasionally RX 6800 has done the same, but is fixed with system restart.

Additional info: The DAG loads extremely slowly as well, 11 seconds compared to 3 seconds in other software. Is the miner not utilizing the full memory bandwidth? Power draw and core frequency are normal.
