[2.74] Miner ignores --lhr_tune value #597

Windows 10 x64 20H2, RTX3070 Ti ASUS Strix, v497.29, miner is running with admin privileges

Can't set --lhr_tune to any value, it defaults to 73% with --lhr_mode 1 and to 71% with --lhr_more 0 with any value in the allowed range.

Setting --lhr 0 --lhr_autotune 0 doesn't seem to disable the LHR autotweaking either.
