Xcode 10 support for OS X 10.13 SDK #48

Combination of previous two pull requests (#42 and #47), adding support for OS X 10.13 SDK from Xcode 9.4. Also changes the source of the OS X 10.12 SDK from GitHub download to Xcode 8.3.1.
